A grandes rasgos el ipfilter.dat lo utiliza eMule, y algunos clientes BitTorrent, para filtrar direcciones ip no deseadas tipo "escaners" de las empresas discográficas, RIAA, etc.

Te pongo una definición elaborada por Mc4TuTi cuando se empezó a implementar el ipfilter.dat, está algo anticuada pero válida

El eMule en sus últimas versiones incluye una característica importante, que consiste en la capacidad de poder "banear" (que no se le permite conexión) a las ip's consideradas malignas, incorporando un fichero llamado ipfilter.dat.
Aunque actualmente la versión oficial no incluye el fichero, dicha función sí está operativa.
Dicho sistema de baneo es útil para no permitir la conexión con nuestro eMule a determinadas empresas o instituciones, a ip's que transmiten archivos corruptos, a hackers, spammers o incluso a ese usuario que no para de pedirnos nuestra lista de archivos compartidos............
El baneo se produce en ambas direcciones, es decir que ni se le envía ni se recibe datos del usuario baneado.
Sólo tiene que ir a "Descargar IPFILTER" y seguir los pasos descritos en "Comentarios" o al principio del mismo listado, en las líneas que empiezan con #.
Una vez creado y habiéndole dado el nombre de ipfilter.dat, se ha de colocar en la carpeta config, que ya tiene el eMule.

A continuación, hay que ir al eMule, en Preferencias --> Seguridad --> click en Recargar. Comprobaremos que en la pantalla del eMule, abajo a la izquierda nos pone algo similar a : xxxx direcciones IP filtradas. Aquí hay que comentar que dicha cifra es errónea, pues lo que muestra realmente son las líneas que contiene nuestro ipfilter.dat, descontando las de comentarios.

A considerar es que hay muchas líneas de ellas que hacen referencia a rangos de varias miles de ip's, por lo que la cifra de ip's baneadas es muchísimo mayor que dicho número.

Las lineas tienen la siguiente estructura :
064.094.089.000 - 064.094.089.255 , 000 , XXX.
- La primera parte define el rango de ip's baneadas. En este caso desde la 064.094.089.000 hasta la 064.094.089.255.
- La segunda parte es el nivel de filtrado. En el caso del listado de esta web, todas las líneas tienen el valor 000. En otros listados verá otros números. Tiene que interpretar entonces que toda línea cuyo valor sea por debajo de 127 se considera una ip dañina.
- La tercera, está dedicada a comentar o explicar el porqué se banean dichas ip's.

Al realizar una línea hay que respetar dicho formato, incluso en los espacios en blanco colocados delante y detrás del guión y las comas.
